State EAS and First Informer Program

The Required Monthly Test (RMT) is designed to check the State EAS Web links. The Kansas Emergency Communication Committee has set forth that the RMT will be a statewide test. The RMT is prescheduled and will be initiated from the Kansas Department of Emergency Management using the iPAWS system. All stations need to rebroadcast the RMT as soon as possible but not later than 15 minutes after receipt. Stations are reminded that their EAS receiver must be programmed to receive all of the codes listed in the Kansas State Plan. KAB members can access a copy of the Kansas EAS Plan, as well as the list of assigned monitoring stations, by logging into the KAB Member Hub.

The National Weather Service in Topeka will conduct a State-wide Tornado Drill: TBD for 2025
This test will be broadcast over NOAA All Hazards Weather Radio and some local television and radio stations. Local officials may also sound their warning sirens. Radio stations aren’t required to carry NWS emergency messages, including the Tornado Drill test.
To ensure proper logging of state EAS Tests we suggest you furnish a copy of this schedule to your Traffic department and post this information in the control room.
Kansas Broadcaster First Informer Program
In 2014, the Kansas Association of Broadcasters (KAB) collaborated with the Kansas Division of Emergency Management (KDEM) to ensure broadcasters are recognized as first informers during a disaster to restore, repair or resupply facilities used for broadcasting essential disaster-related public information programming.
As a result, the KAB and KDEM established a The Kansas Broadcaster First Informer Program to train and certify broadcast engineers and technical personnel to allow them to act as first informer broadcasters.
To prepare and certify as a First Informer Broadcaster, please read KDEM’s description of an essential employee and complete the following steps:
- Fill out and return a completed application (ID Card request).
- Fill out and return a completed Employment Verification form for each employee.
- Complete FEMA training IS-100.C: Introduction to Incident Command. Provide a copy of completion certificate.
- Complete FEMA training IS-700.B: National Incident Management System (NIMS). Provide a copy of completion certificate.
All forms should be returned to the Kansas Association of Broadcasters for processing by mail or email.

The KAB will notify you once your application (and required documents) has been approved and will supply a certificate of approval. You will be provided with contact information to inform your local emergency management agency of your Kansas Broadcaster First Informer status and to request your ID card. ID cards will be printed and available for pick up at all county offices. Local Emergency Management will be notified of your presence in their jurisdiction. The credential is valid for a four-year period.
