The state legislature is off to a swift start and the KAB is monitoring it closely to protect and advocate for your interests. We are the only entity in Kansas dedicated to defending and advancing broadcast issues. So far, in 2024, our focus has centered on:

1. Political advertising, particularly advertisements containing the use of artificial intelligence. The KAB has testified to ensure bills (HB2559) contain language to combat unambiguous liability regarding advertising content. The responsibility for including the disclosures required in qualifying advertisements, as well as all liability for any failure to do so, should rest solely with the advertiser and not with any broadcast station airing the advertisement.

2. Gathering Support for the AM Radio for Every Vehicle Act. Your KAB has worked hard over the last year to advance the federal bill that would require AM radio in all future vehicles. AM radio is paramount to public safety and essential to the national Emergency Alert System. The KAB has written a concurrent resolution that seeks to have state legislators endorse the federal AM bill and showcase Kansas’ support for this powerful medium. The lead sponsors are Rep. Ken Rahjes and Sen. J.R. Claeys. The resolution will be introduced and (hopefully) heard on the floor next week when the KAB Board of Directors are at the Capitol for our State Day on the Hill.

3. Transparency and Open Record Cost Containment are topics we monitor each session. This year, we have flagged a few bills that discourage the public’s right to know. If/when these bills receive hearings, the KAB will work with our partners at the Kansas Press Association and the Kansas Coalition for Open Government to provide input. HB2599 seeks to establish new standards for electronic record requests. The KAB enthusiastically supports this legislation.

Two weeks ago, the KAB sent an email seeking support for a House resolution that sought legislators’ commitment to supporting Kansas journalists (HR6032). This resolution came as a response to the unjust raid of the Marion County Record last year. The bill’s lead sponsor, Rep. Mari-Lynn Poskin, sought to have the bill introduced and heard on the floor. However, the bill was assigned to committee and has yet to receive a hearing. If you would like to advocate that HR6032 receive a hearing, you can email the House Speaker and your local representative.
